Leaking Underground Storage Tanks (LUST)
The need for awareness concerning Leaking Underground Storage Tanks (LUST) was one of the first components of the environmental due diligence industry beginning in the early 1980’s.
ETS National routinely provides services including:
- Leaking Underground Storage Tank Assessment. This may include the sampling of soil and groundwater in the vicinity of existing or former USTs, and evaluating those parameters against exiting cleanup criteria established and maintained by local regulatory environmental management agencies.
- Leaking Underground Storage Tank Closure. ETS National partners with state licensed UST removal contractors to ensure that all permitting, safety compliance and procedural UST removal processes or in-place abandonment requirements are complied with.
- Leaking Underground Tank Remediation and Site Closure. ETS National services include
subsurface investigation to determine the extent of impact; determination of appropriate remedial actions; design, installationand operation of remediation systems; interface with state LUST programs to obtain regulatory closure; and obtaining reimbursement of investigation and remediation costs from state reimbursement programs (where applicable).
Based on the location of the investigated real estate, remedial programs may include:
- Voluntary Remediation Programs – Most states maintain a voluntary program through which property owners can obtain regulatory closure for contaminated properties that are not regulated by another program. ETS National has assisted hundreds of property owners
obtain regulatory closure via voluntary remediation programs. - Vapor Control Technologies (Vapor Intrusion) – Within the last ten years, most states have integrated vapor intrusion evaluation and remediation requirements into their environmental regulations. Evaluation of potential infiltration of organic vapors into occupied building spaces is required by most state environmental regulatory agencies. Analysis of soil gas samples may be required, and installation of building vapor control technologies may also be required. ETS National’s capabilities include vapor intrusion evaluation as well as the installation of vapor control technologies in existing building as well as new construction.
Remediation
The need to complete remedial activities on residential, commercial and industrial real estate has changed significantly over the past fifteen years. With the implementation of Risk-Based remedial action procedures, the consulting industry is now capable of achieving site closure with much less financial expense and in some cases as quickly as less than six months.
